How democratic is international climate policy?

Imagine a world where every voice, no matter how small, is heard and participates in determining the direction of climate policy. This is precisely the ideal behind democratic citizen initiatives focused on nature and climate, where 100% participation is sought.

This seems to contrast with the well-known United Nations Climate Change Conferences. These conferences discuss the future global climate approach, but without citizen participation and often with disappointing results.

So the question is: How democratic are these conferences really and will they provide the solutions we need?

Or are these conferences more democratic than they seem? And are citizen initiatives for nature and climate a somewhat utopian idea with a lack of effectiveness?
