Amber van Heerebeek is a PhD researcher in the Politics and Public Governance (PPG) Research Group at the Department of Policial Science at the University of Antwerp. She is also an associated member of the Government and Law Research Group, with professor Stéphanie De Somer as her co-promotor. She obtained a Master of Political Science (MSc) at the University of Antwerp with distinction (2023) and holds a Bachelor in Organisation & Management: Business and Languages (2020) from Karel de Grote University College Antwerp.
Amber is part of the interdisciplinary GOBAREG-project. Here she studies the effects of different modes, timings, and variations of stakeholder involvement on the expected outcomes of goal-based regulation (GBR). The success of any type of regulation relies on a shared understanding of the expectations underlying a certain regulation. In case of GBR, this shared understanding is key as to how regulation will be interpreted and applied in practice. The involvement of individual and collectively organised regulatees and beneficiaries (interest groups) is an indispensable condition to design and implement legitimate GBR. The question is what kind of stakeholder involvement maximises the expected outcomes of GBR and what societal, sectoral, organisational, and individual antecedents lead to desired behavioural changes at the level of stakeholders in a hybrid regulatory regime where there is a move toward regulation which is less specific, detailed, stringent, and more adaptable (GBR).
