Enabling stakeholder-centric zero emission e-commerce delivery and return practices through transparent and collaborative supply chains (GreenTurn).
Abstract
While Europeans can track and understand their personal transport emissions, they have little to no information regarding the impact of their online shopping deliveries and returns. This is due to a mix of challenges, including the complexity of calculating emissions across the e-commerce supply chain, and the limited regulatory levers public authorities have to influence greener practices. To overcome these challenges, GreenTurn brings together a diverse range of e-commerce stakeholders to co-create zero-emission logistics solutions, provide sound and transparent information on e-commerce footprints, and enable more sustainable delivery and return choices. GreenTurn uses design thinking approaches to develop solutions which bridge between behavioural interventions (including incentives, nudges and gamification) and delivery and return options (such as time windows, in-store pick-ups and returnable packaging, among others). To test solutions, GreenTurn implements 5 complementary pilots involving in Poland, Spain, France, Greece and Austria. Advanced logistics systems allow the five pilots to offer, on average, 82% of delivery and return options as zero-emission. Besides, the GreenTurn pilots will touch upon social sustainability aspects too, for both customers (e.g., physical and digital accessibility), and e-commerce logistics employees (e.g., work conditions, market reintegration, etc.) Together with its public authorities, GreenTurn will translate results into policies that can secure uptake and long-term impact.Researcher(s)

Investment strategies in the container shipping market: understanding the investments in eco-friendly ships from a shipowner's perspective.
Abstract
The shipping industry is crucial to the global economy, handling 85% of world trade and supporting significant employment and GDP contributions globally. However, the environmental impact of shipping, especially CO2 emissions, creates challenges and prompts actions from the International Maritime Organization (IMO) and the EU, aiming for emissions reduction by 2050 through various strategies, including the "Fit for 55" package and revised MARPOL Annex VI. This research focuses on eco-friendly investment strategies in the container shipping market from the shipowner's perspective. The study analyzes the new-building, sales & purchase, and freight markets and their interrelationship, as concentrating on the three selected markets allows for a deeper, more focused analysis of the aspects that directly influence growth opportunities, market expansion, and the strategic decision-making process of investors and shipping companies. To do this, econometric modelling is used to assess the impact of IMO regulations on investment decisions in the container shipping sector, aiming to identify optimal strategies for shipowners to manage decarbonization challenges while maintaining competitiveness and profitability.Researcher(s)

Small automated Waterborne vessels for Integrated multimodal Freight Transport.
Abstract
Europe needs to manage the transformation of supply-based transport into safe, resilient and sustainable transport and demand-driven, smart mobility services for passengers and goods. Suitable research and innovation will enable significant safety, environmental, economic and social benefits by reducing accidents caused by human error, decreasing traffic congestion, reducing energy consumption and emissions of vehicles, increasing efficiency and productivity of freight transport operations. To succeed in this transformation, Europe's ageing (and not always sustainable) transport infrastructure needs to be prepared for enabling cleaner and smarter operations. In this project new Multimodal and sustainable transport systems concepts for passengers and cargo are going to be developed. These new transport systems are expected to: • Upgrade and to improve the resilience of the physical and digital infrastructures to allow clean, accessible and affordable multimodal mobility. • Develop sustainable and smart long-haul and regional (including links to urban) freight transport and logistics, through increased efficiency and improved interconnectivity. • Reduce external costs (e.g. congestion, traffic jams, emissions, air and noise pollution, road collisions) of passenger mobility and freight transport, as well as optimised system-wide network efficiency and resilience. • Enhanced local and/or regional capacity for governance and innovation in passenger mobility and freight transport.Researcher(s)

A sustainable future for regional airports.
Abstract
Regional airports face a viability problem due to the imbalance between their socio-economic role and the challenges they face. A literature review revealed four main categories of challenges: market dynamics that cause low economies of scale, finances that entail high losses, politics dealing with the discrepancy between sky-high subsidies and ecological pollution, and geolocation that creates (intermodal) competition. The primary aim of the proposed research is to address this imbalance by responding to the challenges and opportunities, thus preparing European regional airports for a sustainable future on an economic, environmental and societal level. To achieve this objective, three phases are completed. First, an exploratory cluster analysis and comparative case study analysis will be used to identify the current economic, environmental and societal challenges of regional airports according to the type of regional airport. Second, the main challenges (derived from the first phase) should be transformed into actions for the airport operators and governments that are supported by the multi-stakeholder network. In the final phase, the prioritized actions are developed into clear guidelines that airport operators and governments can follow in the short, medium and long term to promote sustainable developments and the external validity of the results is examined.Researcher(s)

People-Centric Mobility & Logistics Hubs (MOLO HUBS).
Abstract
MoLo Hubs goes beyond existing mobility hub projects. It aims to develop & implement user centric logistics services & solutions at urban mobility hubs to reduce urban traffic & at the same time increase attractiveness of mobility hubs. The project will benefit from different pilots in Aalborg (NO), Amsterdam (NL), Boras (SE), Mechelen (BE) and Hamburg (DE); deployed through a joint methodology, a joint learning journey & by focussing on people-centric solutions creating an impact for mobility transition towards net zero carbon economy in the North Sea Region. The Universiteit Antwerpen will be a Knowledge Partner in MoLo Hubs. We want to test the hypothesis that the geographical integration of services for passenger and freight transport has the potential to (i) improve the attractivity and hence popularity of the proposed solutions; (ii) support the business model of such shared transport hubs; (iii) increase the efficiency of urban land use and limit negative externalities; and (iv) fit within the idea of the 15-min city. Abstract
The digital transformation of the last mile in cooperation with third-party performers (professional and non-professional couriers) who could earn extra money by doing small "gigs" during the pandemic and the current Ukrainian crisis is significant. These gigs are financial opportunities for vulnerable people, for example, refugees. Many retailers are now experimenting with crowd-shipping as a same-day delivery solution. Crowd-shipping is a specific application of crowdsourcing technology that expands its concept to freight delivery by using available public transport places that move in the same direction, including public transport, private cars, taxi systems, etc. This project focuses on assessing crowd-shipping initiatives for the sustainable development of urban logistics. The project addresses the challenge of fulfilling the last mile in the digital economy on demand. It will do so by encouraging the building of a digital Logistics-as-a-Service marketplace that allows for multi-stakeholder interaction.Researcher(s)

Platform for the Implementation of the Navigation Action programme for Action (Platina4action).
Abstract
Platform for the Implementation for green and connected Inland Waterway Transport IWT) as envisaged in the Action Plan of NAIADES III. The platform will act as catalyst, bringing together expertise, stakeholders and research in the field of European Inland Waterway Transport, building on the network and expertise developed in the CSA project PLATINA 3 funded under Horizon 2020. The PLATINA4Action project aims to accelerate the implementation of green and connected inland waterway transport. Activities will focus on 1) supporting and coordinating research and innovation activities focussing on green and connected IWT to find synergies between parallel developments, 2) impact estimations of NAIADES III actions and supporting the policy discussions to achieve modal shift and zero-emission IWT and 3) the updating of the Strategic Research and Innovation Agenda for IWT. The consortium will work closely together with European Commission DG MOVE in view of the NAIADES Implementation Expert Group and DINA Expert Group. Climate Resilient and Safe Maritime Ports.
Abstract
Sea ports are key nodes in supply chains, on an international, as well as on the intra-European scale. Nearly 80% of world freight is transported by ship, and European seaports are gateways to other continents, with 74% of extra-EU goods being shipped through them. Already today European ports play a key role in supply chains and a further 50% growth of cargo handled through European ports by 2030 is predicted. Consequently, pressure on ports to function in the most efficient and reliable way is increasing further. Added to this is the need for decarbonization for ports who are still heavily dependent on fossil fuels, and who are exposed to the emission from trucks, vessels, and terminal operations. Companies active in ports or along corridors face a lack of physical capacity and research points out also that assets are used inefficiently. Digitalization is considered a key approach to cope with these requirements. At the same time, climate change induced issues are increasingly impacting the functionality of ports. Rising sea levels, changes in seasonal precipitation, and wind and wave conditions will add to ports' challenges. Also, more frequent and severe extreme events such as storms, flash floods, prolonged heatwaves, and droughts are expected. Maximization of resilience towards climate change induced challenges, increasing agility by making use of digitalization, and contributing to increased decarbonization are therefore at the heart of this proposal. Innovative solutions for infrastructure, including quay walls, monitoring and maintenance, which improve ports' sustainability and resilience, as well as early warning systems for disruptions will be developed and piloted within this project. Improved sustainability of handling of end-of-life cycle of infrastructure, as well as a shift to more sustainable hinterland connections are key elements of the project. Furthermore, business and governance models will be developed jointly by the involved stakeholders to ensure economic, ecologic, and social sustainability of the solutions piloted. It is the key objective to ensure an 80% operationality of sea transport even in case of climate change induced disruptions whilst at the same time improving sustainability and safety of ports. In a first step, issues faced by ports will be prioritized using a multi-criteria tool including impact of disruptions, urgency, cost/benefit of solutions. A detailed catalog of requirements for solutions for the key issues will be developed. Industry partners ports and researchers will adapt, apply, and evaluate highly innovative tools and approaches for these issues. Solutions will be co-created, and for each port the relevant innovations will be identified and piloted according to the key challenges they are facing. KPIs to monitor the development and result of the innovations are ensuring quality control and support of management.Researcher(s)

New integrated transport services to fuel sustainable neighborhoods of the future.
Abstract
Our perception of how we work, live, shop, and recreate… has been under scrutiny since the COVID-19 pandemic and accelerates societal evolutions such as the on-demand mindset or the quest for the 15'-city. For example, in the e-commerce context, we have seen half a decade of innovation occurring in the span of one to two years (McKinsey & Company, 2020; Szasz et al., 2022). These evolutions imply changing patterns of passenger and freight flows and require reconsidering our transport system. As future transport systems should be built around proximity, environmental-friendly and on-demand concepts, they need to be integrated. We identify three dimensions of integration. First, future transport systems should integrate different transport service providers in mobility and logistics. Second, they should integrate freight and passenger flows for optimal consolidation and efficiency. Third, they should put the citizen at the helm, allowing customization and personalization. The transport system of the future is studied from both a regional economics and transport geography perspective. This is done by starting with the demand for transport, i.e. studying regional evolutions and their impacts on transport needs. Next, we consider the role of transport hubs as consolidation points and neighborhood hubs, providing accessibility in an age of online activity and fragmentation of transport flows. Smart public transport initiatives for climate-neutral cities in Europe (SPINE).
Abstract
SPINE's vision is to accelerate the progress towards climate neutrality by reinforcing PT systems through their smart integration with new mobility services, sharing schemes, active transport modes, and micromomibilty. SPINE adopts an equity centred design thinking approach, leading the transition to a more efficient, sustainable, resilient, and inclusive PT system. A network of collaborative LLs is developed to foster transferability, while an intersectional view of the transport system users is applied. Four Lead City LLs in Antwerp, Bologna, Tallin and Las Palmas will be established, and a series of co-creation activities will take place for the development of innovative mobility solutions, advancing existing assets. The SPINE approach involves the creation of (a) innovative simulation and Digital Twining (DT) tools, along with open data and behavioural models, that will allow the building of scenarios combining different mobility interventions (push and pull measures along with supporting policies) and the implementation of the most promising ones; (b) data-driven impact assessment models that will foster the twinning, transferability and adaptation of the successful solutions of the four LLs in seven Twining Cities - Barreiro, Valladolid, Zilina, Sibenik, Hrakleion, Gdynia and Rouen. SPINE sets a high ambitious plan for the co-design and implementation of 55 smart greens inclusive mobility solutions. The SPINE consortium brings together a multidisciplinary team of 39 partners from 16 countries. The unique mix of experienced transport engineers, Public transport Operators, computer scientists, data analysts, transport modelers, social scientists, urban planners, policy analysts, software providers, within our consortium assures the comprehensive approach to the challenges, scope, expected impact and the successful delivery of the project.Researcher(s)

Cooperative and Interconnected Green delivery solutions towards an era of optimized zero emission last-mile Logistics (GREEN-LOG).
Abstract
GreenLog accelerates systemic changes in last mile delivery ecosystems for economically, environmentally and socially sustainable city logistics. The project establishes city platforms comprising of inclusive stakeholder Urban Living Labs for nurturing social innovation, designing and deploying innovative delivery solutions while allowing the most effective exchange of ideas, the development of robust, harmonized regulatory and policy frameworks, and cooperative business models that build upon effective public/private sector collaboration and joint investments. The GreenLog approach provides an innovative simulation environment for scenario building combining different solutions that allow the integration of last-mile delivery interventions with the highest possible impact on environmentalsustainability and traffic reduction, while considering their financial viability. On the operational level, GreenLog provides cargo-bike based innovations for sustainable micro-consolidation design and deployments, multimodal parcel deliveries integrating public transportation, Logistic as a Service platforms for interconnected city logistics and automated delivery concepts with the use of autonomous vehicles and delivery droids. The solutions are supported by interconnected city logistics dataspaces that feed dynamic services for proactive optimization of the ecosystem, respecting the interests of consumers, businesses and city stakeholders. The approach is deployed and validated in five cities and areas: Athens, Barcelona, Flanders, Oxfordshire and Ispra. Special focus is given on the transferability of the proposed innovation, starting from three follower cities with high interests in tailoring and replicating the GreeLog solutions, and continuing with a pan-European outreach with intensive transfearability accelaration actions, setting the ground for the establishment of multiple city logistics Urban Living Labs.Researcher(s)

Abstract
Background: The digital revolution gave rise to an on-demand economy characterized by an increasing user-driven focus of the private sector. This is particularly visible in the transport sector, where the surge in e-commerce enabled the promise of ever faster, cheaper, and more personalized deliveries and micromobility potentially holds the key towards a more sustainable modal split. While these developments can bridge some existing inequalities such as food deserts or transport injustice, they may in turn give rise to new inequalities and constraints. These constraints imply a revaluation of traditional economic and transport models is needed. Objective: The proposed methodology, financing plan, education, and dissemination should stimulate the growth of a research group on urban transportation within the framework of economic geography, generating knowledge to support resilient transport and economic systems and regions. Methodology: Three research tracks support this objective. In RT1 tackles the question, "How does the rise of e-commerce provide opportunities for and synergies between retail and logistics?" RT2 focuses on passenger transport and centers around the question "What is the spatial impact of new modes of mobility?". Retail mobility in the on-demand economy.
Abstract
The current retail landscape is the outcome of heterogeneous consumer preferences. Yet, supply does not cover all demand. Cant (2019), for example, demonstrated that in multiple Antwerp suburban areas with 15 to 25% of current inhabitants already over 65 years old, there are long walking distances to the nearest food shop. The COVID-induced breakthrough of e-commerce may bridge such existing inequalities, yet they are subject to new constraints. To measure the impacts on access to food and other products, evaluate the viability of retail areas, or assess the design of logistics networks, a revision of retail accessibility that includes both logistics parameters and consumer mobility is required. This project revises retail accessibility in three steps: (i) modelling hybrid consumer behavior; (ii) redrawing the framework of retail accessibility and (iii) studying the regional economic impacts on businesses and policymakers in planning, mobility, and logistics.Researcher(s)

Shared and Digital Mobility Hubs (ShareDiMobiHub).
Abstract
ShareDiMobiHub aims to improve urban multi-modal accessibility by increasing the introduction and uptake of shared mobility hubs, resulting in a modal shift and changed behaviour towards shared mobility hubs. A modal shift from the own car to shared mobility is needed to cope with increased transport demand due to urbanisation. To speed up the transition, we need to implement an integral approach entailing a.o. measures to provide space for shared mobility, nudging & communication, restrictions for private cars, integration with public transport and with Mobility as a Service (MaaS). The integral approach will be used to implement: • Plans to increase shared mobility hubs in Amsterdam and surrounding cities in the metropolitan area (through the Transport Authority Amsterdam). • Digitalisation plans to integrate shared mobility with MaaS in Amsterdam and surrounding cities, Leuven and the province of Utrecht. Besides, some regions need to implement a pilot before upscaling can take place: • In Vestfold and Telemark Region to integrate shared mobility with public transport. • In Rotterdam and Leuven aimed at testing how to best engage speci{c target groups. In Leuven to test shared mobility with a mixed user-group. Based on the learnings from the pilots and the experiences of the partners implementing upscaling action plans, Rotterdam and the province of Utrecht and follower partner the Capital Region of Denmark, will draft and adopt each an upscaling strategy to rollout shared mobility hubs. Leuven and VTFK will implement upscaling action plans including digitalisation and MaaS-integration. Transnational cooperation is key: the more experienced partners from the Netherlands and Belgium will show the way to other partners. The partnership will also support 40 stakeholders to ensure a wider roll-out. Citizens, commuters and visitors will benefit from the increased shared mobility offer. Climate resilient and environmentally sustainable transport infrastructure, with a focus on inland waterways (CRISTAL).
Abstract
It is the key objective of the project CRISTAL (36 months) to increase the share of freight transport on inland water transport (IWT) by a minimum of 20% and to demonstrate on its three pilot sites (Italy, Poland and France) strategies to improve reliability by 80%. CRISTAL project will assure IWT capacity at 50% even during extreme weather events. Towards that CRISTAL will co-create, test and implement integrated, cooperative and innovative solutions in its three pilot partners' areas identified in Italy, France and Poland. The project will include the aspects of technological innovation/development and digitalization; further advancement towards the Physical Internet, governance solution and business models, will be proposed while targeting sustainability and infrastructure resilience requirements.Researcher(s)

SYTADEL – Logistics data space in Flanders applied to synchromodal planning
Abstract
The emphasis is on the creation of the logistics data space, yet a data space without applications to use and test its efficacy is sterile, which is why we will apply it to synchromodal planning. Synchromodal planning was selected due to its relevance to the future of logistics, and because of its heavy reliance on a logistics data space. Integration of the MooV-model with first/last mile optimalisation.
Abstract
The purpose of network design in supply chains is to ensure the efficient flow of materials in economic, social, and environmental terms. All the decisions that companies make towards efficiency in the operation start from the design of the network at a strategic level, and as the planning horizon reduces, decisions become more concrete until reaching daily actions. The logic sequence is that strategic decisions are made first and condition the subsequent decisions (tactical and operational). Nevertheless, the optimization of each of the decisions has been carried out separately and in stages. The literature shows that there are models for either network design, based on facility location problems, or last-mile distribution in terms of vehicle routing problems. But there are no models that comprehensively optimize the supply chain as a whole. VITO has developed the MooV model, designed to solve long-term strategic/tactical questions (yearly/monthly) related to the design of the supply chain network. However, in MooV the network design and the vehicle routing problems are optimized separately without mutual communication. The overall goal of this proposal is to develop an integrated first and last-mile network design framework applicable to all kinds of supply chains. Three research objectives are proposed RO1: to develop a first and last-mile distribution model with a strategic/tactical approach; RO2: to integrate the first and last-mile modeling with the MooV network design service from VITO; RO3: to analyze the effect of the integrated framework approach on supply chain decisions.Researcher(s)

Demonstrating lower polluting solutions for sustainable airports across Europe (TULIPS).
Abstract
Airports will play a major role in transition towards climate neutral aviation. Sustainable energy production and use (both airside and landside) as well as a shift towards greener multi-modal transport options will reduce GHG emissions and improve local air quality around airports. Bringing together a highly competent and complementary consortium of 29 partners supported by an external advisory board, TULIPS will accelerate the implementation of innovative and sustainable technologies towards lower emissions at airports. At Amsterdam Airport Schiphol alone, TULIPS will realise an estimated 800kT/year CO2 savings based on the sum of the expected benefits of the 17 demonstrations by 2025 with further savings scaled with technology roll out. 17 real-life demonstrations of green airport innovations (technological, non-technological and social) will be performed at the Lighthouse Schiphol, and some also at fellows Oslo, Turin and Larnaca airport. Measuring and quantifying benefits and forecasting their impact on EU climate goals should they be implemented extensively across European airports, results in hands-on robust roadmaps which present how these technologies and concepts should be deployed to different sized airports (international hubs down to regional level) considering economic, geographical, and political scenarios across Europe and beyond. Topics covered include a) improved multi-modal shift for passengers and freight, reduce traffic congestion and offer seamless green travel options, b) improved airside infrastructure for future electric/hybrid aircraft infrastructure, c) smart energy solutions to manage airport operations, d) integrating hydrogen fuel cell technology into current ground support equipment, e) enabling large scale supply of SAF fuel along with the preparation of an EU clearing house, f) circular economy, and g) UFP mitigation.Researcher(s)

Portable Innovation Open Network for Efficiency and Emissions Reduction Solutions (PIONEERS).
Abstract
PIONEERS brings together four ports with different characteristics, but shared commitments towards meeting the Green Deal goals and Blue Growth socio-economic aims, in order to address the challenge for European ports of reducing GHG emissions while remaining competitive. In order to achieve these ambitions, the Ports of Antwerp, Barcelona, Venlo and Constanta will implement green port innovation demonstrations across four main pillars: clean energy production and supply, sustainable port design, modal shift and flows optimization, and digital transformation. Actions include: renewable energy generation and deployment of electric, hydrogen and methanol vehicles; building and heating networks retrofit for energy efficiency and implementation of circular economy approaches in infrastructure works; together with deployment of digital platforms (utilising AI and 5G technologies) to promote modal shift of passengers and freight, ensure optimised vehicle, vessel and container movements and allocations, and facilitate vehicle automation. These demonstrations form integrated packages aligned with other linked activities of the ports and their neighbouring city communities. Forming an Open Innovation Network for exchange, the ports, technology and support partners will progress through project phases of innovation demonstration, scale-up and cotransferability. Rigorous innovation and transfer processes will address technology evaluation and business case development for exploitation, as well as creating the institutional, regulatory and financial frameworks for green ports to flourish from technical innovation pilots to widespread solutions. These processes will inform and be undertaken in parallel with masterplan development and refinement, providing a Master Plan and roadmap for energy transition at the PIONEERS ports, and handbook to guide green port planning and implementation for different typologies of ports across Europe.Researcher(s)

Abstract
The University of Antwerp (Department of Transport and Regional Economics) and BNP Paribas Fortis have teamed to set up a Chair in transport, logistics and ports. Through the Chair, the University and the bank want to be able to react quickly and efficiently to new developments in the sea and logistics world. That world is constantly changing, and that is also true for the port and logistics sector. Large, new powers like India and Brazil will influence the transport sector. This Chair will respond to such issues, as well as to new trends in the field of logistics. There are also issues to act on at the micro level. For instance, once e-commerce gains strong ground, it will have consequences for the transport sector, the type of commodity flows, and the route that they follow. Bottleneck analysis Corridor South
Abstract
This proposal is aimed at mapping the cross-border bottlenecks between the South of the Netherlands and Flanders in the South corridor on behalf of the Ministry of I&W and in collaboration with other relevant parties in the corridor. The South corridor has strong regional interaction between the Netherlands and Belgium. The South corridor is the zone that runs from the port of Amsterdam, via the ports of Rotterdam, Moerdijk, the Drechtsteden and Bergen op Zoom to the ports of North Sea Port and to the port of Antwerp-Bruges. Based on a thorough analysis of the bottlenecks, the ministry requests proposals to resolve these bottlenecks. The following questions and needs arise: a. What are the bottlenecks in question (identification of bottlenecks)? b. Which bottlenecks are currently being addressed and which are not? c. Come up with solutions for these bottlenecks. d. AI innovation assessment for implementing in port logistics: cost-effectiveness supplemented by multi-criteria methods.
Abstract
Today, ample AI developers exist in the port ecosystem who focus on technology development in a particular port and shipping industry domain. They believe that with the utilization of AI, there is a potential to boost the port and shipping industry through higher commercial speed and better quality of services. Therefore, AI would be an opportunity to enhance efficiency in diverse aspects of port stakeholders' operations. On the other hand, introducing AI to port stakeholders needs evaluation of whether AI technologies' benefits emerge and what cost elements stakeholders will incur while implementing AI technologies. This way, assessing these innovations is essential to align the port stakeholders and AI developers. However, there is no cohesive framework for assessing AI technologies' applications within the port and shipping industries. Thus, this research tends to fill this gap in the existing literature. To do so, this dissertation investigates how implementing AI innovations can influence port stakeholders' operational efficiency in the same logistics process. This investigation is performed from the perspective of specific case studies concerning the level of AI innovation (micro/company, macro/port, sustainable). The answer to this investigation is generated by providing the cost-effectiveness applications supplemented by multi-criteria methods based on the validated AI cost-benefit framework. Abstract
This research focuses on determining the optimal number of ground handling companies in Schiphol Airport. Currently there are 7 companies active which leads to an inefficient market formation. By means of an international benchmarking and a thorough simulation using data from the current companies we investigated whether there are scale, scope and density advantages. Logistical study for the deployment of platooning in wind offshore windfarms.
Abstract
In order to supply more green energy to the Netherlands, more and larger wind offshore farms are being constructed. These windfarms need maintenance. In present day logistical concepts the Service Operation Vessel (SOV) leaves the wind farm periodically in order to return to port for new supplies and for crew changes. Due to the fact that every single wind turbine will be larger because of the increasing capacity of the individual wind turbines more and large spare parts are needed. If the same maintenance strategy is applied more downtime of the wind turbines is expected. A way to solve this is to change the maintenance strategy by applying a concept in which the continuous presence of a (SOV) is required. This will minimise the demand for port visits of the SOV. The overall aim of this project will be to research the general concept of supplying SOV's at sea by smaller supply vessels.Researcher(s)

Real estate developments in and around regional airports.
Abstract
Regional airports face a viability problem due to the imbalance between the socio-economic role they fulfil and their negative profit and loss statement. Therefore, the primary objective of this research is to determine whether real estate developments in and around regional airports can increase this (currently negative) profit and loss statement without proportionally increasing the social costs. To achieve this, four research questions were formulated. First, a market analysis of regional airports and their (real estate) strategy uncovers the current situation and delineates the research. Second, the business models of regional airports and the linked problems are researched on the basis of a factor and cluster analysis. Third, the relationship between current land use at regional airports and their profit and loss statement is examined through (spatial) regression. Finally, descriptive examples of future real estate developments (e.g. solar panel park), that can deliver improvements in the profit and loss statement of regional airports, will be provided.Researcher(s)

Smart Docking: innovation for continuous monitoring of vessel's motions at berth.
Abstract
Moored container vessels constantly move under the influence of the tide, wind, passing vessels, … Some motions are rather slow (e.g., the ship moves under the influence of the tide), while other motions are rather fast (e.g., the ship moves under the influence of passing vessel). For safety reasons, it is crucial to monitor these longitudinal and lateral movements. A large tidal range can slack the vessel's mooring lines and allowing the vessel to move dangerously at the berth. Furthermore, during cargo operation, the load on the vessel changes, and the vessel draft varies. Therefore the tightness of the mooring ropes/cables are affected. In addition, a sudden movement of a vessel in port either laterally or longitudinally may damage the fenders, quay-wall, cargo handling equipment, or shore-connected facilities such as mooring equipment, etc., catastrophic consequences of such incidents, justify the importance of the position monitoring and position fixing of ships while at berth. It is the responsibility of the ship's crew to monitor the vessel's stability and movement at berth and ensure it is in upright and stable condition, without undue movement. Any accident of this nature will damage the port's facilities or engage the port with undesirable repair, which eventually causes the business of the port to be affected. Unfortunately, the lateral and longitudinal movement of the vessel and distance from the quay-wall during berth are the parameters that are impossible to measure by ship's equipment. It is a normal practice onboard the ships to check the tightness of mooring lines regularly and prevent distancing from the quay wall. However, the possible negligence of the ship's crew may cause a disastrous accident in the port which can affect the port business for a long period. To guarantee the safety of terminal operations and protect the mooring or cargo operation's equipment and avoid possible accidents or downtime, the motions of large moored container vessels in the port of Antwerp at some exposed terminals are continuously monitored. Nowadays, this monitoring takes place with two GPS devices which are placed on the bridge of the vessel after arrival and will be removed before the vessel's departure. According to the port of Antwerp announcement, measuring vessel's movements during berth by portable GPS faced the following difficulties: - Labour intensive job to install/remove GPS instruments onboard - Going onboard, the vessels are not always possible (e.g., COVID 19) - Heavy battery required to have sufficient autonomy - Regular loss of satellite signal results in unreliable and interrupted data Therefore, the current practices for measuring the vessel's motion at berth are not reliable and efficient. And eventually, ports engaged with the problems which they weren't responsible for. In other words, the port is not responsible for measuring or monitoring the vessel's motions or positions at berth. Since the adjustment of the vessel's positions is the responsibility of the vessel's crew, therefore, monitoring of vessel movement must be done by the ship's crew and can be controlled by port too. The final goal of this innovation is to create a tool for the vessel's crew to monitor the lateral and longitudinal movement of their ship at berth with a 100% level of autonomy and reliability. The main idea is to use distance sensors to measure the vessel's movements and simulate the vessel's motions on the computer, taking proper action at the appropriate time at the full level of autonomy to prevent any accidents. For this purpose, a set of sensors need to be installed along the quay wall at predetermined and calculated positions. Regular sensor measurements transmission take place, and data are stored on the server. At the same time vessel's crew, port staff, crane operator, and shipping companies will be able to monitor the live vessel's positions and movement with a high level of accuracy via a user interface (UI) program.Researcher(s)

Task 1 will provide a detailed explanation of the analytical work, tools and approaches to be used in the development of the analysis. Task 2 will provide a detailed explanation, description, and disaggregated explanation of assumptions and drivers behind the logistics costs model that will be built or used in support of the assignment. Task 3 will develop logistics cost modeling calculations for "representative" shipments between the Far East and Central Europe for containerized shipments, via the most important European ports serving Central Europe at present, and utilizing the major economic hubs of Central Europe as destination. Next generation traffic management for empowering CAVs integration, cross-stakeholders collaboration and proactive multi-modal network optimization (FRONTIER).
Abstract
FRONTIER aims to provide the network and integrated traffic management strategies of the future, taking into account new types and modes of transport and automated vehicles (including their logical and physical requirements), the minimization of pollution and capacity bottlenecks (including congestion and traffic jams), the reduction of accidents, and the need to reduce the cost of mobility for all users (both citizens, public authorities and businesses). On the operational level FRONTIER facilitates the transition towards resilient multimodal autonomous mobility by establishing the processes of collaboration and arbitration among stakeholders while developing the business models that will address the commercial viability of the identified solutions. FRONTIER will develop, apply and test autonomous management systems, secured by design, that will constantly evolve using data generated from real-time monitoring of the transportation system, knowledge generated by operators and decision makers, and simulation models providing system optimal solutions accounting for new mobility services and technologies. These systems will support and enact proactive decisions, realising our vision to empower a seamless transition to an autonomous and integrated transport management for future mobility services. FRONTIER will be validated in three pilot sites (Oxfordshire UK, Athens GR and Antewerp BE) focusing on three main themes: Smart Infrastructures and CAVs integration; Multimodal mobility for passengers and freight crossstakeholders collaboration; Network performance analysis for planning and policy making. Abstract
The outbreak of the Covid-19 pandemic shook many sectors on their foundations. One of the human activities which was heavily impacted was global trade. Where some sub-sectors came almost to a standstill, other sectors actually benefitted from rapidly changing practices. Some factories had to shut down because of absent workers or missing supplies, online business boomed because customers that got stuck at home started ordering online. It remains to be seen which of these newly acquired habits will stay with us once we get back to business as usual, if ever. Abstract
The rise in e-commerce led to the advent of the on-demand economy with ever faster, cheaper and more personalised deliveries. This new consumer mindset severely complicates traditional retail and logistics processes and is reshaping their physical landscapes (Dablanc, 2019; Hagberg et al., 2016). Resultantly, this evolution changed the requirements of service provisions in and around urban areas, challenging local authorities to manage the urban fabric. Recent literature in the fields of consumer behaviour, economic geography and urban logistics recognized these issues and studies the impact hereof (Birkin et al., 2017; Donaldy, 2013; Heitz et al., 2018). Yet, each of these studies remain within the cocoons of established research fields, applying a retail or logistics perspective. The proposed research tackles the mentioned issues from a multidisciplinary perspective, considering retail and logistics as an integrated system and assessing their common impact through a geographical lens. This is done in three steps. First, the evolution of the demand and supply for retail and logistics services is studied. Second, the evolved demand and supply are contrasted by calculating two indices. One indicating omni-channel retail accessibility and another measuring urban retail and logistics performances in the on-demand economy. Novel inland waterway transport concepts for moving freight effectively (NOVIMOVE).
Abstract
Inland Waterborne Transport (IWT) advantages as low-energy and low CO2 emitting transport mode are not fully exploited today due to gaps in the logistics system. Inland container vessels pay 6-8 calls at seaport terminals with long waiting times. More time is lost by sub-optimal navigation on rivers and waiting at bridges and locks. In addition, low load factors of containers and vessels impact the logistics systems with unnecessary high numbers of containers being transported and trips being made. NOVIMOVE strategy is to "condense" the logistics system by improving container load factors and by reducing waiting times in seaports, by improved river voyage planning and execution, and by facilitating smooth passages through bridges and locks. NOVIMOVE's innovations are: (1) cargo reconstruction to raise container load factors, (2) mobile terminals feeding inland barges, (3) smart river navigation by merging satellite (Galileo) and real time river water depths data, (4) smooth passage through bridges/locks by dynamic scheduling system for better corridor management along the TEN-T Rhine-Alpine (R-A) route, (5) concepts for innovative vessels that can adapt to low water condition while maintaining a full payload, and (6) close cooperation with logistic stakeholders, ports and water authorities along the R-A route: Antwerp, Rotterdam, Duisburg, Basel. NOVIMOVE technology developments will be demonstrated by virtual simulation, scaled model tests and full-scale demonstrations. NOVIMOVE innovations will impact the quantity of freight moved by IWT along the R-A corridor by 30% with respect to 2010 baseline data. The NOVIMOVE 21-members consortium combines logistics operators, ports, system-developers and research organisations from 4 EU member states and two associate countries. Extension of the cost calculation program for the Belgian inland navigation

In 2017, University of Antwerp (Department TPR) delivered an inland navigation cost model to Vlaamse Waterweg. In that model, the costs are calculated based on the user inputs of an inland waterway operator. Abstract
By making waterway transport more cost-efficient, Smart Waterway will enable a modal shift for last mile urban logistics from the road to the small waterways in many European cities, including a city as Ghent. For small barges that could enter these waterways, however, the cost of automating a vessel is high compared to the construction cost. Hence, a cost reduction in automating small vessels will be crucial in this shift. We believe this can only be reached by drastically reducing the equipment cost on the autonomous vessel. This does, however, require significant advances in sensing and localization technology. Although a lower accuracy is sufficient for autonomous waypoint-based navigation, low-cost onboard sensors will not suffice in more complex scenarios (i.e. locks, bottlenecks such as bridges, loading and unloading bays) where accurate localization is needed to safely maneuver the vessel. To overcome this issue, these critical locations will be equipped with additional sensors (e.g., IR, cameras) and a novel ultra-wideband localization system. By combining low-cost onboard sensors with infrastructure near critical locations, Smart Waterway aims to achieve economically viable level 3 autonomy in urban waterways.Researcher(s)

How to make SNCB future-proof?
Abstract
The main objective of this research is to develop strategies for SNCB to deal with uncertain future developments concerning the demand for passenger rail transport. These strategies will be developed based on multiple scenarios, which in turn are identified based on scientific literature, trends and forecasts. Best-practices from foreign rail operators are identified. The main focus of the scenarios is on disruptions of passenger behaviour, leading to a potential change in the demand for passenger rail transport. Amongst others, ageing and sanitary disruptions, such as for instance COVID-19, are included in the analysis. Ageing is treated in the broad sense, i.e. with respect to digitalisation and physical mobility. For each scenario a strategy is developed, well defined within the scope of the priority objectives of SNCB. The strategies also take into account SNCB's aim to shift part of peak demand to the off-peak period. Consequently, an optimal strategy to be followed by SNCB is formulated, i.e. a strategy that is as robust as possible with respect to the different above mentioned scenarios.Researcher(s)

The socio-economic added value of the port of Antwerp for the hinterland.
Abstract
In 2015 a report was published by the University of Antwerp: "Socio-economic impact of the port of Antwerp on the hinterland". This report was part of a Framework Agreement between the University of Antwerp and the Province of Antwerp. The Antwerp Port Authority, Province of Antwerp and Antwerp University endorse the economic and social importance of the port of Antwerp. For this purpose, the three parties want an up-to-date view of the socio-economic impact of the port of Antwerp and initiate a new research project. The project consists of two work packages. On the one hand, the research wants to shed new light on the employment created in the port perimeter and the consequences for the development of the "Havencentrum" and other future-oriented initiatives for the port region. On the other hand the research wants to increase current knowledge on the economic impact of the different companies in the port region and their collaboration with other companies in Belgium, thereby focusing on economic networks.Researcher(s)

Responsive sustainable urban logistics (R!SULT).
Abstract
This project proposal treats following research question: RQ: What are the potential sustainable and integrated co-operation models for urban logistics flows, given a certain city? The focus is on testing the sustainable and integrated business cases within the urban logistics context, including all possible types of flows (B2B, B2C, retour, etc.). This proposal attempts to achieve this objective by answering three sub-questions in three consecutive workpackages. In order to test the sustainability of the various business cases, first a data-driven calculation model is drafted. This calculation model should allow comparing the various options objectively. RQ1: What are the most important components of a calculation model for a sustainable urban logistics policy, both on the side of input and output. Recent data on goods flows, within as well as outside cities, is very scarce though. This impedes an objective overview on urban logistics, which makes identifying opportunities more difficult. RQ2: Which goods flows take place in the concerned cities? The findings from the first two workpackages are used next to quantify proposals for pilot projects. These pilot projects have to be executed in the concerned cities and help identifying the barriers between the calculations and the real applications. Smart shared green mobility hubs (E-HUBS).
Abstract
Congestion, pollution and growing urban population in NWE forces us to replace private cars by alternative mobility options. By providing a critical mass of eHUBS (physical cluster of shared electric mobility modes of transport) and make available shared mobility to the end-user, we kickstart the mobility transition. Private car use in cities will decrease. While eHUBS are technically feasible, deployment is hindered because of slow user adaptation, lagging urban planning and legislative/policy hurdles. Critical mass and scalability is key and knowledge transfer is absolutely necessary to remove barriers for local authorities. Partner cities from 5 countries will realize and promote eHUBS and pave the way for others to do the same. There will be eHUBS on strategic locations, connected to other modes (e.g. public transport), but also small eHUBS in living areas. The eHUBS implementation approach will differ per city to create an overall best practice that can easily be applied in other cities and regions. This will result in an additional 1,477 kg tons CO 2 reduction p/y at the project end and 287,022 kg tons CO 2 p/y 10 years later (compared to baseline, incl. replication cities). By kick starting the mobility transition in 6 pilot cities we will set an example for all of NWE. Other cities can benefit from applying the blueprint and copying best practices. A large-scale uptake will cause a leverage by significantly reducing CO2 emissions in the cities and creating a growing market for commercial shared e-mobility providers.Researcher(s)

Abstract
The five thematic BRAIN-TRAINER tracks compose a truly interdisciplinary approach, with interlinkages and mutual inputs, and with feedback scenario loops among them. This provides governments realistic approaches to future developments. The output is useful not only in a Belgian context, but has scientific merits which are also applicable in other contexts, both as to the methods and techniques developed, as to the types of scenario applications made. The lessons learned and methods developed can for instance be applied also to measure economic and environmental impact for other economic activity sectors, to optimize regulatory setups, and to create a suitable government interaction and co-ordination framework.Researcher(s)

The European Commission has agreed to provide technical support to the Belgian Customs in the form of expert consultancy services in the project aimed at exploring the use of new and advanced technologies to enhance the Belgian Customs' capacity and effectiveness. In order to accomplish this mission and to face challenges and threats arising from the current situation, especially in the Port of Antwerp, the Belgian Customs intend to substantially enhance the supervision of the container supply chain by improving their current control operations and by introducing additional highly efficient (technology) measures and means, which will significantly improve the supervision ratio of this supply chain. Universal middleware framework for automatic data integration used in dynamic transport operations (UMFADIDTO).
Abstract
A market study of ICT solutions used in contemporary transport operations conducted within the PhD study of Valentin Carlan at the University of Antwerp shows a high heterogeneity of systems, data sources, applications and working practices. This mix leads to segregation of the logistics supply chain and hinders further optimization possibilities. In this context, there is no coordination or standardisation that ensures a straightforward approach to develop and implement cross-sector IT solutions. Additionally, based on interviews and shared experiences, gaps in current business processes are identified. Different integrative state-of-the-art solutions are currently in place, which are non-optimal, not flexible and expensive to maintain. These solutions force transport companies to lock themselves into their initial software solution, limiting any migration or integration opportunities with other third-party software. Within this, a universal middleware framework will be developed to achieve a more flexible and extended data integration of IT solutions among transport companies. The proposed framework consists of two core functions/layers, namely the data acquisition and presentation layer and the data processing and interactions layer. As a result, creating these chains of sub-systems allows designing analysis and interactions models which are able to autonomously trigger events. These chains are adaptable for each transportation company depending on their automation needs. For this , we will focus on developing two different systems in this layer, particularly an automatic safety warning information system (SWIS) and a planner's tool for fleet management (PTFM). The project involves technical and professional training for the transport and logistics industry, which, notwithstanding its historical origins (as a military activity), has in recent years with globalisation acquired an importance in business, becoming a competitive tool developed through education and training. The aim of the project is the development of innovative tools and solutions that go hand in hand with the already existing programmes in order to achieve and enable work-based learning. The average age of the active Rhine fleet which has a relatively slow vessel replacement rate and the limited investment capability of the industry are often raised as main bottlenecks for innovation. This research examines the conditions for technological, organizational and cultural innovation in inland navigation to materialize effectively and successfully. Due to constant increase of road congestion to and from the terminals located in the port of Antwerp, there is an urgent need for a central coordination system to coordinate the traffic flows. Within this project, the functionalities of a truck guidance system (TGS) and the steps to successfully implement it are proposed. Equally, the roles of public authorities and private operators are also indicated. Novel iwt and maritime transport concepts (NOVIMAR).
Abstract
NOVIMAR aims to adjust inland/short-sea shipping such that it can make optimal use of the waterborne system of waterways, vessels and ports/terminals. To achieve this NOVIMAR introduces the waterborne version of 'platooning', the Vessel Train. This is in essence a number of unmanned Follower Ships with own sailing/manoeuvring capabilities being temporarily led by a manned Leader Ship. Vessels will be able to join and leave such trains at places adjacent to their points of origin and destination at seaside or inland. Envisaged main benefits and impacts are: reduction of crew costs result in up to 47% total cost reduction for IWT and up to 88% crew cost reduction for short sea transport, enhanced logistic flexibility, 10-15% less energy use/emissions, solutions for overcoming barriers betrween transport modes and high potential for reducing road congestion and associated costs.Researcher(s)

The pessimism in the containership sector has been re-enforced by the Hanjin bankruptcy. What is the impact of these recent developments on the degree of competition, intensity of competition, ... The project proposal consist of data collection to calculate some indicators of competition for the container liner shipping industry. The challenge is to collect monthly data and data for the container division of the carrier. Co-operation cost impacts at seaport container terminals.
Abstract
Container handlers in the port have engaged into different forms of expansion, many of which have a co-operative character. This project tries to verify the advantages of mergers and acquisitions in particular. It is indicated to what extent economies of scale do emerge, how these depend on the cargo handling conditions, and how mergers and acquisitions in particular can generate economies of scale in goods handling. In preceding doctoral research, a first step in this direction was taken. Estimating concretely the size of these scale effects requires additional research though. The present research proposal wants to allow deciding on the size of the scale effects in a concrete terminal context, and quantifying the impact on market functioning. Three concrete objectives are aimed at: 1. It is verified whether effectively in all researched terminal contexts, effects and more particularly economies of scale are verified. 2. An analysis is made of the specific variables that lead to differences in scale effects. 3. It is verified whether mergers and acquisitions, that lead to a different company culture, can lead to specific scale effects. These three objectives translate into respective hyypotheses. To make these research objectives materialize, a threefold methodology is applied. 1. In the first place, the needed cost data are to be collected and made comparable. 2. Second, the specific terminal contexts need to be further delineated for all characteristics that distinguish among them. 3. Abstract
The market shares, profits and net benefits of ports competing for the same fore- and hinterland can be significantly influenced by the decision when and how much to invest in additional capacity. The ultimate goal of this research is to evaluate and optimize investment and pricing decisions in ports under uncertainty resulting from economic, financial, environmental and technological variations. Port infrastructure projects are characterized as large-scaled, complex, irreversible and encompassing long lead times. Especially because demand is highly uncertain and cyclic and because ports are involved in an intertwined maritime supply chain inducing extra uncertainty, mismatching capacity can result in periods of overcapacity at high cost or scarcity resulting in waiting times. This influences the welfare of intertwined maritime actors. Private and social net benefits of port infrastructure projects are traditionally valuated using net present value analysis. Real options were introduced in literature as an alternative valuation method, allowing specifically for irreversibility and uncertainty. Inclusion of such a specific model with multiple actors in the cost benefit analysis allows going one step further and create a new, well-elaborated methodology to calculate and maximize benefits created in ports. This independent and fundamental research is required to calculate compensational transfers between the involved actors.Researcher(s)

Analysis of the future labur market in the port of Antwerpen: threats, opportunities and scenarios.
Abstract
The impact of innovation on the future employment in Antwerpen port is the central topic in this research. Changes in kind of jobs and amount of jobs for the period 2017-2027 will be investigated. Thriving forces behind these changes are among others disruption, sharing economy, big data, internet of things, automation, and robotisation. The two most important sectors in de port of Antwerpen,namely logistics and the chemical sector, will be investigated. The first part consists of an extended literature study. In this part the transition in international division of labor will be confronted with innovation in harbors. Possible scenarios for the future labor market in the Antwerp port in the next decennium are developed. Next, statistical data will be analysed to provide a picture of the actual and future labor market. Possible scenarios for the future labor market in the port of Antwerpen are developed. An overview of the job profiles needed in these scenarios will be detected using interviews with different stakeholders. These are not only the maritime, logistical and chemical companies and the related unions, but also other players linked with theport, such as financial institutions, legal experts, IT and technological developers.. Finally, the future job profiles will be confronted with the actual competences and education in the Antwerp educational context. A SWOT-analysis reveals which actions are needed for the future labor market in the Antwerpen port to remain competitive.Researcher(s)

Abstract
Flemish urban policy stimulates cities in their development towards sustainable cities. In doing so, it focuses on the role of the city as a motor for society, a place where innovative solutions are found for social challenges. The goal is a sustainable future for all. The Flemish Government has developed various instruments to achieve these objectives. The City Monitor is one of these instruments. The City Monitor is an instrument for cities and other involved actors. The Monitor describes the developments in 13 Flemish cities. These are the metropolitan areas of Antwerp and Ghent and the district towns of Aalst, Bruges, Genk, Hasselt, Kortrijk, Leuven, Mechelen, Ostende, Roeselare, Sint-Niklaas and Turnhout. So far, there have been 5 editions: 2004, 2006, 2008, 2011 and 2014. In the government agreement 2014-2019 the Flemish Government cited the City Monitor as an example for the collection of local policy information for the benchmarking of municipalities. In the policy paper 2014-2019, the Local Government and Cities announce a new edition of the City Monitor concurrent with the municipal elections of 2018. Public transport policy: discourse, accessibility and alternatives.
Abstract
This project is on why transport policy is the way it is and does what is does, or in more dramatic terms: why does transport policy fail? A variety of opinions exist on the shortcomings of public transport policy. These viewpoints are part of discourses which contain particular views on the problems and solutions, and transport policy can only be understood properly as the result of strategies and their eventual implementation. Public transport was chosen as the central topic since it touches upon many key issues in mobility such as congestion, pollution, equity and fairness. Besides an analysis of the discourses of transport economists, sustainable mobility proponents and other relevant actors, the impact of policy on the daily life of people will be investigated. In particular changes in access to normal activities and opportunities (e.g. work, shopping, healthcare) will be the subject of the investigation. In a final stage, the transport alternatives put forward by a variety of actors will be discussed. Although the focus is on how we think about public transport, the aim is to better understand transport policy and its impacts in general.Researcher(s)

The LowCarb-RFC study aims at identifying options and pathways for deep cuts in carbon emissions from long-distance freight transport in Europe. It looks at two main freight corridors crossing Germany, and in particular the federal state of North-Rhine-Westphalia (NRW). The study will look at impacts along the corridors and in particular in the logistics sector of NRW. The options considered are a massive shift to carbon-free rail services versus a full unfolding of new technologies on the road. BENEFIT takes an innovative approach by analysing funding schemes within an inter-related system. Funding schemes are successful (or not) depending on the Business Model that generates them. The performance of the Business Model is affected by the implementation context and the transport mode. It is matched successfully (or not) by a financing scheme. Relations between actors are described by a governance model (contracting arrangements). These are key elements in Transport Infrastructure Provision, Operation and Maintenance. Success is a measure of the appropriate matching of elements. Within BENEFIT funding and financing schemes are analysed in this respect. The ultimate goal of this research is to optimize total social welfare through both pricing and investment decisions in ports under uncertainty resulting from economic, financial and technological variations. Port infrastructure projects are characterized as large-scaled, complex, irreversible and encompassing long lead times. Because demand is highly uncertain and cyclic, mismatching capacity can result in periods of overcapacity at high cost or scarcity resulting in waiting times. This influences total and individual welfare of intertwined maritime actors, both public and private. Welfare in port infrastructure is often optimized using cost benefit analysis. This is not very well suited to deal with high uncertainty. Real Options were introduced in the literature as an alternative financial valuation method. Extension of this framework and recent literature are the bases of this research to go one step further and create a new, well elaborated methodology to calculate and maximize total and individual welfare in ports. The impact on individual actors has to be calculated for two reasons. At first, in projects with many actors, agency problems prevent individual parties to pay for this research. Independent and fundamental research is thus required. Secondly, to prevent individual actors from blocking a project that is creating welfare in general but reducing private benefits, compensational transfers between the involved actors in the project can be calculated.Researcher(s)

Industrial clusters in Belgium: exploring buyer/supplier linkages in the food industry.
Abstract
This project represents a formal research agreement between the UA on the one hand and the NBB on the other. The researcher shall conduct the project entitled "Industrial clusters in Belgium: exploring buyer/supplier linkages in the food industry". The NBB will coordinate the project and will provide the buyer/supplier data. In return, the researcher will deliver a written report presenting the results of the research. The Bank shall then decide if the Report or any part of it meets its quality standards and may be published. If so, the Report shall be published as a Working Paper of the Bank The project fits within the context of Smart specialization, a key concept in the current regional policy. Rather than focusing on the dichotomy between convergence and competitiveness, smart specialization would enhance greater regional specialization and cooperation. The concept of smart specialization puts forward policy integration along both horizontal lines (between regional, industrial and research policies) and vertical lines (multilevel governance) (Lagendijk, 2011). The concept of smart specialization plays a leading role in the Europe 2020 Strategy and the new Cohesion Policy of the EU (Foray, 2011; McCann, 2011). Smart specialization and related strategies aim to foster the growth of industrial clusters in regions. Therefore, this research will investigate the spatial distribution of the Belgian food industry based on buyer/supplier linkages provided by the NBB. A first part of the research is rather exploratory and employs several indices of spatial concentration (e.g. Local Indicators of Spatial Association). To analyze clustering in general, we will make use of statistics on employment, added value and other indicators (Balanscentrale). In the second step advanced methods for clustering and network analysis will be applied to buyer/supplier linkages of firms in the food sector. To measure linkages between firms in clusters, we aim to make use of an extensive set of micro-economic data. Although studies like Lüthi et al. (2010) can draw meaningful conclusions on the basis of a survey, the sample is biased since it depends on the willingness of firms to participate. Furthermore, studies are often restricted to a small geographical area, i.e. one city. Micro-economic data provided by the NBB on the other hand allows a richer analysis of the extra-firm linkages to other firms in the cluster and to customers and suppliers in the outside world. Network indices can be computed which define the centrality, hierarchy, density, reciprocity, connectedness, modularity… of and in the predefined networks. As a result, the researcher will define several networks of firms which belong to distinct clusters.Researcher(s)

INLANAV - Innovative Inland Navigation.
Abstract
Three private partners (University of Antwerp, Schipco BV and Research Small Barges BV) are participating in the INLANAV-platform with a view of developing new vessel designs and facilitating market take-up. The concepts range from push barges powered by electric engines to the realization of an automatically guided barge with a greater hold; using new technologies and materials like for example composites. The University of Antwerp is examining a two stage tug and barge concept. In the first stage, the tug and barge concept sails on large waterways with several barges pushed by a single tug from seaports to the small inland waterways. In the second stage, at the entrance of a small inland waterway, the convoy is uncoupled and the small barges continue autonomously. The main focus of the concept is to combine economies of scale on large rivers (i.e. tugs and barges together) while the individual barges are small and economically feasible to sail on small waterways. This way the convoy can compete with its main competitor: road transport.Researcher(s)

Abstract
The aim of this contribution is to identify and analyze a number of critical issues in the port and maritime business for the future decades. It is clear that the sector is facing a number of big challenges, emanating from worldwide economic changes, social evolutions and environmental awareness. These changes stem from inside as well as from outside the sector. It is important to get grip on what these changing characteristics are, how structural they are, how important their impact is, and what factors are causing or triggering them. High efficient and reliable arrangements for crossmodal transport (HERMES).
Abstract
HERMES project will provide development and analysis of new mobility schemes and associated organisational patterns at the interface and interconnection between long distance transport networks and local/regional transport networks. Although these are conceptually simple operations, requiring only some real-time telecommunication, there are organizational and contractual difficulties in its realisation. The first part should concentrate on identification of the key requirements of the travellers, the corresponding services and necessary underlying company agreements to provide them, followed by a business plan for the operation. The second part of the project would have demonstrations in the selected corridors for a period of at least 6 months of field experience.Researcher(s)

The aim of the project is to find spearhead sectors for the econmic policy of the Province Antwerp. Finding out which sectors might be growing in the future and to what extent these sectors exist already in Antwerp is examined based on existing sources. Also an inventory of the economic activities, which are active in innovation centers throughout the province of Antwerp, will have to be made. During the preparatory phase to the Strategic Basic Research (SBO), the project proposal to be written will focus on the following topics. In Flanders, there is a growing polarisation on the issue of freight transport infrastructure in general and port expansion and investment in particular. Policy support tools and models are therefore needed to devise and implement sustainable port management strategies. The purpose of this study may be summarised as follows: developing innovative policy support instruments to complement existing mainstream analysis approaches. MOSES' main goal is to develop a blue print establishing the detailed criteria and conditions for developing an innovative European network of Motorways of the Sea (MoS) as part of the Trans-European Transport Network (TEN-T). Abstract
The general objective of this project is to examine which impact an on mobility coordinated location policy can have on the sustainable development of mobility and conversely, considering the complex interaction between land use and transport. The recognition that land use and transport are linked, leads to the need to coordinate location- and mobility policy. From the point of view of transport policy, spatial scheduling must prevent that the mobility question increases unnecessarily by unbalanced planning of distances between home - and work areas. The study starts with exploring the complexity of the problem, which results in a range of research questions. A part of the answers can already be found in the scientific literature. Abstract
This project aims to develop an integrated and innovative approach (innovative spatial concept development, innovative policy instruments, and process architecture and quality management) for strategic projects. Strategic projects are defined as spatial projects, coordinated by public actors in close co-operation with the private sector, and other semi¿public actors. Strategic projects are considered necessary to achieve normative policy objectives and goals (such as sustainable development) embedded in strategic planning processes on different policy levels. Strategic projects have an impact on a larger area, and aim to transform the spatial, the economic, the socio-cultural development of this larger area through a punctual intervention. Strategic projects aim to integrate different goals and objectives of different policy sectors, ambitions and goals from the private sector, inhabitants and users of the area. The approach we aim to develop is open and generic in its character, since it will be applicable on a variety of spatial projects in different kinds of strategic planning processes and in different contexts (urban, neorural context, economic development). Monography on commuting in Belgium.
Abstract
In the year 2001, another socio-economic survey was carried out by the Belgian government. This has been the case every 10 years since 1846. Some of the questions are particularly related to home-work and home-school commuting, such as the distance travelled, the time of departure, the transportation mode, the activities on the way to work, etc. Next to these variables, individual and household characteristics are added. These are, for example, gender, age, educational level, composition of the household income and number of people living in the household. Also a few spatial variables, such as the Standard Metropolitan Labour Area, are added to the dataset. The analysis of these variables will result in a monograph of home-work and home-school commuting. Subjects such as the relation between the place of living and the location of work or school, the possible spatial mismatch between them, the commuting behaviour during the peak hours, the influence of socio-economic characteristics and spatial characteristics on commuting behaviour will be addressed. Also the evolution between 1991 and 2001 (and if necessary even further back in time) will be part of the monograph. At the end, a part will be dedicated to the comparison of the availability and quality of data from the socio-economic survey and these of other sources such as the mobility surveys.Researcher(s)

Economic activities in European cities: do suburbs need cities?
Abstract
The main goal of the project is to describe and explain the urban spatial structure of Antwerp and its evolution in terms of employment and firms' locations. Using local and global autocorrelation indices as well as 3D-mapping and new visualisation techniques within a GIS-framework, we will scientifically test the existence and localisation of employment subcentres within the urban agglomeration. The hypotheses are: - There are centrifugal forces ledaing firms and employment to leave the city centres for the periphery; this process is not homogeneous and leads to new suburban employment centres. - The intensity of these centrifugal forces varies with type and activity and changes over time. Both will be tested using census data by statistical wards and activity types. As a result we should get a better insight in the way economic activities concentrate in urban space and a better understanding of the relationship between the centre and the periphery.Researcher(s)

Abstract
The main goal of this research project is to obtain an estimation of the demand for displacements, all purposes included, in Belgiuml, based on activity chains. These will be drawn from data collected during the first Belgian national survey on household mobility (MOBEL) coordinated by GRT and financed by OSTC in the framework of SPSD I. It will also be drawn from data at the regional and local level, from data collected in Flanders and more especially at Antwerp, Ghent and Hasselt. To reach this objective, we will have to add a spatial dimension to the activity chains analysis, up to now, only studied for their time components. The project is built in 3 stages: - First there will be a specialization of data collected during the used surveys. - A second stage will study the modelling of activity chains that can be designed from these data. Company logistics costs and transport policy: the role of inventories and delivery times in case of multimodal choice
Abstract
Inventory costs and delivery times are important determinants of the toal logistic performance of a company. Moreover, both inventory costs and delivery times are closely related to modal choice decision making. A current problem to forecasting the fluctuations in demand and delivery time. With respect to both factors, several theoretical assumptions can be made. Related to above-statedproblem are a number of subproblems which are also important: e.g. such issues as optimal delivery quantitiy and order date, both are strongly related to the characteristics of the delivery time; cost/time of inventory keeping; importance of safety stocks and safety delivery times; risks and shortage costs and costs of late deliveries; and influence of new developments in logisitic management (time-based competition, just-in-time delivery and zero inventories, role of new information technologies, web applications). Besides theoretically analyzing and modelling the importance of inventories and deliverytimes with respect to transport decisions, the present project aims to test the proposed findeings by means of empirical evidence taken at company level. The obtained results will be used to answer a number of policy relvant questions regarding transport and mobility by means of simulations (e.g. Which government measures will influence the logistic trade-off between road and inland waterways?
