Networks and Human services: a case study of the Public Centre of Social Welfare (PCSW) of Antwerp.
Abstract
The central research question of this project goes as follows: How do the service networks of the local centres of the PCSW of Antwerp influence the way human services are provided. In this project we investigate the impact of the environment on the social worker's behaviour. The starting point of our project is that social workers have access to a certain amount of 'discretionary power'.Researcher(s)

Empowering the poor or protecting the powerful? Externally induced reforms and agency of local actors. A case-study on land dynamics in Rwanda and Burundi.
Abstract
Using land dynamics as its prism, this research project aims to understand 1) how opportunity structures - defined by norms, institutions, actors and implementation processes at the local, national and international level - interact with localized life-worlds and the agency of local actors; 2) how externally induced reforms may impact upon this interaction. Two case study countries will be considered: Rwanda and Burundi. The project adopts an actor-oriented perspective that aims to capture the complex interactions between human agency and the local institutional environment. It will use a combination of three disciplinary approaches: development anthropology, development economics, and law and development. The three components will be strongly linked and will fit into an overarching interdisciplinary methodology.Researcher(s)

Policy Study Centre Space and Living Issues (2007-2011).
Abstract
Starting from a policy orientated view based on applied academic research, the Policy Research Centre on Regional Planning and Housing attempts to get a clear insight in the driving forces which determine the spatial structure in Flanders. The Policy research centre will look for transformations and developments in space and housing which take place in Flanders. Furthermore it will to investigate why and how these transformations take place. Within the Policy Research centre the work package 'transformations in space due to economy' is analyzing the current forms and changing characteristics of the use of economic space. Determining changes in the location choice of economic activities can lead to a shift in spatial patterns and requirements. In order to develop a sustainable spatial planning it is important to bear in mind the different trends in economic location and try to quantify them.Researcher(s)

Poverty in the Belgian press (1985-2005): the representation of the poor within an individual or a societal responsibility model?
Abstract
This research will explore how the Belgian press represents 'poverty' and 'the poor'. Which differences and evolutions in the representation of poverty do we identify? Do the media ¿ implicitly or explicitly ¿ blame the poor themselves for their situation or do they blame society in general? A quantitative and qualitative content analysis will be applied on articles about poverty of four Dutch- and four French-language newspapers from 1985 till 2005.Researcher(s)

Exclusion in kind and in mind. Sociological research on the relation between poverty and depression from a multidimensional poverty perspective.
Abstract
Based on the Panel Survey of Belgian Households and the Belgian Health Interview Survey 2001 we looked into the prevalence and etiology of depression from a multidimensional poverty perspective. We found that the link between depression and poverty depended on the form of the poverty experience. We also found that poverty is depressing when it is experienced as an acute life event, a chronic stressor, but also as a passed experience. Depression in itself increases the risk of becoming poor and blocks the exit out of poverty. In the link between poverty and depression, relative deprivation plays a major role.Researcher(s)

Boundaries and possibilities of the fight against poverty. An analysis of thirty years of Belgian anti-poverty policy.
Abstract
On the base of formal and informal policy documents and by interviews with keypersons, the Belgian anti-poverty policy of the latest thirty years will be reconstructed. We'll focus on the role of different actors (public, semi-public and private) in policymaking, especially on the participation of the target groups ('the poor'): Are they able to influence anti-poverty policy? The multi-dimensional measurement of poverty in Europe: a comparative and longtiduinal analysis.
Abstract
In recent years, both in social science and social policy circles, a consensus has grown on the multi-dimensional nature of poverty. This multi-dimensionality has two faces. On the one hand, poverty can manifest itself on one or more life domains. On the other hand, panel data point at the dynamic nature of poverty: most people who are `poor' at one moment in time are poor only for a short period in their life. The first part of this research project aims to evaluate the possibility of constructing a multi-aspectual poverty-index for the EU-countries, using the European Community Household Panel. Unlike existing research, we will use simultaneous latent class analysis, a log linear technique which is excellently suited for the analysis of categorical data, of which most social indicators are an example.Researcher(s)

Poverty dynamics and depressive disorders. A longitudinal research into the role of depressive disorders in the social mobility processes of the poor, Belgium 1992-2002.
Abstract
The link between poverty and depression has been studied before, but almost exclusively from a static perspective on poverty: poverty as a long term or even permanent reality which is concentrated within the margin of society. This traditional poverty picture is now being challenged by research within a new, dynamic paradigm: poverty is found to be very dynamic, it manifests itself with very different frequency and duration and as a short term experience it reaches well into the middle class. Our main research question is whether this new poverty picture is also applicable to Belgium and what role depressive disorders play in these dynamic processes. After testing the social selection-thesis we ask the following questions:Researcher(s)

The Islamization of modernity: Islamism and/or Islamic revival among students and around places of Islamic cult of Moroccan and Turkish origin in Belgium.
Abstract
In this research project we intend to discover the extent to which Islamism is a determining factor in the life of students of Moroccan and Turkish descent at Flemish universities and to what extend Islamism can be explained as a middleclass phenomenon that occurs in time of rapid social changes. We shall concretise the significance of this worldview by establishing how it is reflected in the social network both at a national and international level. We wil also focus our attention on four faith (and social) communities around the so-called fundamentalist mosques and evaluate how this is integrated in the social world. //..We shall pay special attention to differences between significance of Islam to boys and girls, and how this is determined by their country of origin. We shall set out to find answers to research questions by means of extensive field research based on the method of participant observation and network analysis. The field research will be underpinned with a theoretical, in-depth exploration of the issue at hand. To this, we shall make use of theories concerning Islam, social networks, ethnonationalism and migration.Researcher(s)

Non monetary indicators of social exclusion and social inclusion. What does exist and what do we need?
Abstract
The aim of this project is 1) to inventorize attempts to develop sets of non monetary indicators of forms of social exclusion and of policies to promote social inclusion at both the national and European level. 2) to prepare a descriptive model that integrates 'best practices' of these initiatives. 3) to present a structure to coordinate these efforts and to stimulate new ones. This will be done through the development of 1) a database of national and European sets of non-monetary indicators 2) proposals to increase comparability between these efforts 3) a network to promote non-monetary indicators, through a number of intensive meetings 4) the European dimension of these indicators,Researcher(s)

The profile of the participants of work-care projects in Flanders
Abstract
Work-care projects are the most recent type of social employment in Flanders. Because of the very low treshold participants are very vulnerable. However, until now this type of social employment is not yet recognised by the government. To do so, it is necessary to make up a profile of the participants of the projects. Urban development programmes, urban governance, social inclusion and sustainability. (UGIS)
Abstract
Three problems will be adressed in this project. What are the effects of urban development programmes on social inclusion and urban sustainability? How did certain forms of urban governance shape these programmes, their definition, their implementation and their successes and failures? How has the presence of these programmes changed urban governance or even stimulated forms of urban governance (the feedback loop).//..To answer these problems, the project undertakes a multilevel research in 32 neighbourhoods in 9 countries. The effects of urban programmes on social inclusion in deprived urban areas, on sustainability in the selected cities and on urban governance are assessed through the analysis of a multilevel database and through cross-evaluation by the international project team. To perform that task, smaller teams of four experts are selected from the project members and they will perform their evaluation in cities in a 'foreign' country, assisted by the local partner.Researcher(s)

Scientific support of the 'Actionprogramme for combating functional illiteracy in Antwerp'
Abstract
Succeeding the completed research, this project is part of the action that takes place in the actionresearch on participation of low literate native adults in reading- and writingclasses of the Antwerp centre for basiceducation. It consists of the scientific support for and supervision of 4 actions that are executed in the centre: 1) the development of a regional netword of relavant actors and institutions for the centre; 2) the experimental development of renewed courses; 3/) the operationalisation of a new intake- and coachprocedure and 4) the development of ana integrated mediapolicy with specific intstruments. This evolves: the translation of researchfindings inot practical steppingstones for the actions, support of the staff that is involved in the execution of the actions through regularly held meetings, and the development and application of instruments to evaluate the outcome of the actions.Researcher(s)

Towards a policy relevant European database on forms of social exclusion. (European Commission, DG V, contract nr. VS/1999/0578)
Abstract
The aim of this project is to describe and to analyse attempts that are being made at the national level to collect and analyse data on social exclusion and poverty and to specify the factors that explain the introduction of such an initiative or its lack. What are the requirements for having a regular overview of the national situation regarding matters of poverty, social exclusion, and social inclusion?//..The result would be a model that could be used as a benchmark and a stimulans for the production of annual reports in member states. Therefor, it is necessary to organize a structure that enables the systematic and continuous collection of data on social exclusion and social inclusion. A second aim is to develop instruments to evaluate best pracices for effective policies to combat social exclusion and to promote social inclusion. A third aim is to create a network of multiple partners, as a way to handle the growing complexity of the problem and its rapid changes.Researcher(s)

Foreigners in the detention-house of Antwerp
Abstract
From its experience of years with social assistance and service in the detention house of Antwerp, Justitieel Welzijnswerk Antwerpen (JWA) perceives that foreigners are only reached in a limited way. On the one hand, few foreigners are involved in socio-cultural work in prison. On the other hand, few demands for assistance from this group find their way to JWA. Above, JWA can hardly solve in an adequate manner the few problems raised within this group. This statement asks for more systematic research, for which JWA has neither time nor personnel available. Via goal-directed research JWA wants to come to a grounded anaylis of the situation. Based on this, they want to formulate propositions for an adequate offer of social assistance and services to foreigners in the detention house of Antwerp.Researcher(s)

Islamic women in Flanders: different ways to integration? To make integration operational in the context of the perception of Islam and health
Abstract
To get more insight in the empirical established relation between attitudes towards Islam and health among Turkish and Moroccan migrant women, we will investigate the diversity in the experience of Islam among these women and we will check the way it is interpreted in the interaction and communication with their environment. Our attention will be especially directed towards these patterns as they are related to health care and the experience of health. These patterns of interaction and communication are the visible expression of the underlying social networks. The size and nature of these networks influence the integration of Turkish and Moroccan women in society. In the first, quantitative phase we will investigate the socio-biographical profile on the basis of a questionnaire, the ideological and religious worldview and the relevant characteristics of the social networks of these women. In the second, qualitative phase we use in-depth interviews to get more detailed information on the religious attitudes and social networks of these women. This study allows us to get a better insight in the socio-cultural and structural factors that can give an explanation for the relation established between religious attitudes and health. The mapping of the social networks of 'secular' and 'Islamic' oriented women will help to concretise an opaque concept as integration.Researcher(s)

Islamic women in Flanders (: different ways to integration? To make imigration operational in the context of the perception of islam and social participation (Subsidy granted by the Flemish Government)
Abstract
With this research we want to get insight in the social networks of Moroccan and Turkish women of the second generation in relation with Western society and with their own community. We select women who aremore 'secular oriented' or who are more 'Istamist oriented' and who live in neighbourhoods with a high or a low concentration of Moslims. Working with informants from the Moroccan and Turkish community the researchers establish contacts with women who are relevant for this study. During an in-depth interview we gather information concerning their socio-economic status and their social networks. These descriptions show the link between the ideological worldview and the social localisation on the one hand and the social participation of the respondnets on the other hand. The total amount of in-depth interviws depends on 'theoretical saturation' (Glazer, B. and Strauss, A. , 1967, The Discovery of Grounded Theory; Chicago: Aldline).Researcher(s)

Abstract
The study starts with basic information about the situation with respect to poverty and social exclusion in Belgium, followed by a short description of the poverty policies pursued in the period 1985-1990. Starting from this we are searching for the materials of an adequate poverty policy, what brings us at last to an inclusive perspective. However, to make this possible, our society has to redefine profoundly her economic thinking and her solidarity-principle.Researcher(s)
